The size is set that way to prevent the use of big animated GIFs and to consider people under dial-up connection. And not to mention the amount of bandwidth it would consume since the images are hosted right here, even if you hosted them from another server.
But If not 100kb atleast 75kb

Why do you want it that big? Is this avatar a GIF or JPG?

You can try reducing colours and/or frame rate. If you don't know how to do it, upload to ImageShack and I'll help you out.

I use Macromedia Fireworks (now Adobe's).
These are the changes I made to your new avatar:
- Reduced the image from 160x120 to 100x100 (crop and resize).
- About 73% of frames are now gone (from 26 frames to 7 frames. Internet Explorer users wouldn't spot the difference).
- Colours reduced from 256 to 155 (picture quality changed slightly. To worse, of course, but it's hardly noticeable. I added dithering to reduce the low-quality impact).
