mame 120's changed default joystick ini's?

ok bit a help here. The old mame's had a default.cfg file that held all the default controls. This file could be changed inside or outside of mame. The new mame seems to over write this file each time I load a new game. So I guess my question is, what file holds the default input buttons/keys.

I dont know if this is a bug or I never was doing it the right way but here is how I should be doing it I'm pretty sure....

I set up my own files in C:\games\mame\ctrlr
example
myfile.cfg

then I select it in mame32, I'm sure you can do the same in mame.ini.. And now it loads my key set...
