Is this a decent pc for sony emulation?

For PlayStation 1 emulation, yes. For PlayStation 2 emulation, 75% of probability it won't run.

Your PC is perfect for PS1 emulation.
ePSXe ran perfectly on my old PC (1.5GHz,256RAM) so it will have no problem in your's.
