Does anyone have this or know anything about it?

I was watching some rubbish on Sky then something about a russian tv program came on (the show was called The Incepter however this topic isn't about that) and that got me looking on the net for how to watch it. Then I found this site

Or is it just one big scam?

I've heard of this before and although I don't know if this particular site is legit, I wouldn't be surprised if TV were to be moving in this direction. IPTV comes soon.
