I've tried and it works awfully slow. I don't know if it has to do with my connection, but by the look of it, it will be ugly.
Your system seems to meet the minimum requirements, but the problem here is you're using an on-board Intel graphics which are not good for gaming.

N64 and DS emulation is pretty acceptable nowadays. GameCube and Wii are on their way. No 3DS so far.
Many Valve games, mainly Portal 2 and Left 4 Dead 2.
Some games may run at full speed, some don't and some won't run at all. You'll get benefit from dual-core processors, by the way.

I would recommend getting a real PS2, since hardware changes for just running a PS2 emulator is gonna be expensive.
Your specs are too low to run PS2 emulators.
1) Don't bump.
2) Use an older version of the emulator or another set of plugins. Newer doesn't always mean better.
Xbox 360, that's for sure.

Are you running the emulator in a non-writable media such as a CD/DVD or if you have access to the save folder?
Seems like there's a short circuit somewhere. Maybe you should get it checked by a technician.

Your processor and graphics card are too slow.
Use ePSXe 1.5.2. Some Square games have trouble running on newer ePSXe versions.
Try DirectX based plugins.
Both of your cards are too slow to run most games.
Try using Jabo's D3D 1.7 instead and make sure you have DirectX 9.0c installed on your system EVEN if you have DirectX 10/11 that came up with Vista/7.

Try using the latest ZSNES versions (1.5x). They work fine and I'm also using an Xbox 360 controller.
