I found the same file as you and was able to check the cue file. Somebody did a messed up job in renaming the files.
Open up the cue file in a text editor and start fixing the names of the bin...
This is most likely a multi track game rip. You have to run the ".cue" file, this will tell the emulator how to use the multiple bin files properly.
No idea if this is even possible with the current software.
