Did you try ePSXe ? It is the latest version. pSX v1.13 was last update in about 2013. Too old. Try ePSXe. Here:

There is an emulator called Citra. No, it is still in development and it doesn't played Pokemon yet. Give it a year. Right now, a few games are playable but still have a bugs.

Neat but I prefer ePSXe because PCSXR won't allowed me to get pass the first level in Misadventure of Tron Bonne. ePSXe can without a problem. :)

You guys are better off with the latest ePSXe (Better) and no$psx (to watch for) released. They are still very actively now. The pSX's link is not working anymore and it was last updated on 2008...
