Ok, I'm about to get VERY technical here, so if i loose anyone, let me know and I'll try to dumb it down a bit.
First I'll state the issue:
when trying to run "Einhander" on epsxe the sound, video, and game ran extremely faster than usual. This was very odd because before the emulator would play the game just fine.
Second I'm going to state my observeation:
the problem didn't seem to occur until after i updated my graphics card. Before this, the Emulator was running as smooth as silk.
As far as correcting this problem, I've taken into consideration that the problem may be relevant to the "frames per second" issue everyone seems to be encountering, so I've tinkered with the Frame rate controls and found that my theory was correct. unfortunately, when I lower my frame rate to about 50-60, the emulator starts to get rather choppy and broken. When razed to about 65-70 it would appear as though the emulator can't make up it's mind weather or not to run smoothly or accelerate to 80-90 for a split second.
Ok now I'm going to lay out my computer specs:
Manufacturer: Dell Computer Corporation
Processor: Intel(R) Pentium(R) 4 CPU 2.80GHz
Memory: 1278MB RAM
Hard Drive: 119 GB
Video Card: Radeon X1300/X1550 Series
Monitor: Dell E176FP
Sound Card: SoundMAX Digital Audio
Operating System: Windows XP Professional (5.1, Build 2600) Service Pack 3 (2600.xpsp_sp3_gdr.080814-1236)
Simply put, I just want to know is what settings and/or configuration are needed to make the emulator run smoothly again.

Well after further investigation I think I can honestly state that I feel like an IDIOT. The resolution was actually very simple and I think I'll just go ahead and state what they are so that i can save any troubleshooting staff/technicians time and patience in trying to figure it out.
Resolution:
While running epsxe, to ensure you receive the best performance passable with ANY video or sound configuration you must insure that you deactivate/turn of/close out any and programs that drain most of your Virtual Memory (RAM). Most of these programs can consist of messenger programs such as MSN messenger, Yahoo messenger, AIM, X-fire, etc, as well as any web browsers you may have opened. If you still have problems with the choppy game play you may want to configure the epsxe video driver and set it to automatically detect the best FPS/Frame Rate. This should also fix the "accelerated" FPS/Frame Rate problem everyone might be having. If not then you might need to manually set the FPS/Frame rate level to what ever might be suitable.

i went to video options in epsxe 1.6 config video then clicked the nice button at bottom of the screen

epsxe is just that good of an emulator for a newbye(my first atempts at emulation years ago)you still can make it through without help(i had no internetz back then)

I heard about this problem. When PB released Gothic 3 they warned about such bug.
This is because of Dual Core CPU which works faster than usual one. And they took care about it releasing the patch. What about your case unfortunately I don't know what to do, but the problem is too fast CPU.

what kind of pc are you using... fast game indicates that your settings does not agree with your PC. It means that you Pc is faster than the default set up.
Try to increas the graphics set up the emulator. . .

I just downloaded MGS 1 and seems to be sort of nudging, twitching all the time. The graphics aren't in time with audio at all. And it seems also that you cannot start any game at all, no VR Training or the actual mission.
I run Pete's Open GL2 Driver 2.9
Audio P.E.Op.S DSouns Audio Driver 1.9
My specs are:
AMD Phenom(tm) 8650 Triple-Core Processor
8,00 GB RAM
ATI Radeon HD 4650
64-bit
I've previously played FFVII, with these setups and has worked with no complaints.

I see... try to set every setting on High. . . as i can remember there's an issue of using petes Drivers if you have an ATI graphics Card. . .

You lucky son of a gun if its on a PS2 emulator...you can use the best settings, but if its on a PS1 its probably cause you toggled the FPS button on ePSXe 1.7.0. and caused it to be unlimited meaning Limit = 60fps.
If you go to
Settings for Pete's D3D Driver 1.77 and ones with a similar look
Config > Video > Configure > Look for a Box with ... beside "Show FPS display on startup" > Click the box > Look for "Turn off FPS limit while pressed:" and simply press it while playing
Setting for P.E.Op.S. Soft Driver 1.18 and those with a similar look
Look for Key configuration > Look for "Turn off FPS limit while pressed:" and simply press it while playing
Another reason with some video plugins
Config > Video > Configure > Look for FPS limit (10-200) > Change to Auto-Detect FPS/Frame skipping limit

Its not your case fan its most likely the cpu fan of gpu fan , both run faster when they get hotter , its normal behaviour.

If it has a frame rate limiter, lower it to somewhere around 30-60 FPS.

You can reduce frame rate by game settings.
Or you can use gfx tool

Use gpucore plugin for graphics, Intel HD graphics card have issues with opengl 2.
If game runs slow use 1x internal resolution.
Otherwise get a dedicated external graphic card.

Does it make sense to drop it down to below 50 FPS?
