PPF is a patch, similar to IPS
Its used ot patch a rom, you'd usually use it to patch a japanese rom to make it english, such as Seiken Densetsu (or Secret of Mana for the non-japanese inclined.)
I'm sure this is full of mistakes and crappy info so anyone else can correct me.
Search for a tool called PPF O'Matic and look at its homepage. You'll find all the info there.
