Can someone explain to me why texture packs can't be applied to a rom with a patch?
Mostly wondering if there will ever come a time when plug ins aren't required for texture packs.

The benefit to not modifying the rom is that you do not have to patch the rom each time an update to a texture pack is released. Or keep a version of the rom for multiple patches you may have (modded games, translations etc).
