Basically, in some NES and GBA game the FPS drops and the game goes slow, i see longplays of the games, but i never see this FPS drops, why?

So you see the drops but in some videos you do not see it? Name a game example and where it drops, there are many types of FPS dropping from the game itself (like the ghosts in zelda) to a low end PC not being able to deal with the load.
