You can use Scarlet. (Download the normal version + update)

Step by step instructions :

Extract the normal version wherever you want
Extract the update over it
Launch SCPDriver.exe, and click on Install
When it's finished, launch SCPServer(dot)exe
Click Pad 1 and ta-da ! Now you can use your DualShock 3 pad !
