Looking for someone to help produce an emulator

Hi Everyone, I'm new to the forums, and have been reading them for several days now, and really impressed. I'm looking for someone or a series of individuals that have experience in creating new emulators for some EOL mobile Operating Systems. There is business value and justification behind it, just trying to figure out where to start. If you are interested in the opportunity, or know someone that is please let me/them know.
