HDMI to SCART to get PC on CRT TV?

Hi everyone, I'm planning on using a CRT TV for emulation of pre HD gaming, such as SNES and MAME.

However, I'd need to plan out exactly how to do this.

My computer has HDMI output, will HDMI to SCART be a good idea? Has anyone tried this?

As a side question, does anyone know any specific brands of tv that are best for gaming? Need a 4:3 less than 20 inch tv which is at least 60hz. Ebay doesn't list refresh rate, which is risky because most UK tvs were 50hz
