Yeah, if you write an emulator to do so. Most web languages will not give you direct access to hardware so its not going to be easy. I think I have seen a few java emulators. They may work on the web... Dont expect much performance from it. HTML5 would be the best bet but its so new I doubt anyone has tried yet. If you are thinking more along the lines of a port of an existing emulator, I have not seen that.
The most common browser emulator I believe is http://www.virtualnes.com/
cheers thats brilliant, i will take a look at virtual nes.
Ive just downloaded one called javaboy for the gameboy roms
all i need now is one for the sega
see here for a list of java emulators

They may not all work from a browser but in theory they could.

Vizzed is a website i use.It can play Nes,GB,GBC,GG,2600,WS,NGP,SMS without the plugin and the rest SNES,N64,NGPC,WSC,32X,Genesis,Famicon disk system,GBA,and Lynx with the plugin. It IS a awesome website and it even supports a controller.
Would be really great! great idea ... really .. play directly from the browser without installing any emulator
