A few days after the release of NO$GBA that had multiplayer support now RascalBoy Advance gets it too! You can download the emulator and the plugin from here.
Please note that right now the only kind of emulation supported is on the same pc and not over the internet. Additionally you will need a strong pc if you plan to run multiple emulators at the same time.
