idk how to use Citra roms

So I've looked everywhere (except suspects places of course) and I cant find decrypted roms to use, and I don't have a 3ds to use. Do I need the 3ds to use Citra emulator? If I don't were could I get cinema hd the roms?

You need just citra or retroarch with citra core.

Just like other consoles get bios and rom then open in citra.
