AFAIK it's not. The developers have said that it will take a while before a new version will be released.

I think it's discontinued, the last supposed announcement from the Chankast team was last year for MadriDC convention, and nothing was shown. Also it's known some of the team members left the project, so go figure. We'll be lucky enough if that new DC emulator is presented. BTW DCiberia, the "official" site of MadriDC is down ATM
