No over clocking in mame plus plus v 0.114?

Pretty much the subject is my question. I am rather new to mame and me and my friend where using mame 32 kailera v.67 and wanted to use the over clocking features of newer mame versions. All to see its not available anymore. Why did they take this nice feature out?

You should enable cheats. Options > default game options > miscellaneous > enable game cheats.
