I don't see it difficult, even for a noob. To make things easier for you, get MAME32 instead of MAME, because MAME32 has a GUI (Graphic User Interface). ROMs go into the ROMs folder.

*SNIPPED!*

Butters is right... Try getting MAME32 (I use MAME32 Plus! 0.113)
Other then that, google, yahoo, ask, alltheweb... They're all your friends

The site contains rom site links and must be deleted.

1. Download MAME32 (http://mame32qa.classicgaming.gamespy.com/).
2. Download ROMs (do not ask here).
3. Put them (zipped) in the 'roms' directory.
4. Start MAME32 and double-click the game in the list

This is very short, I know, but it should get you started.

To answer your actual question, I'll explain (assuming that you have your MAME file in your C drive):

1.) Open a command prompt from your start menu.
2.) type in cd C:\MAME
3.) Type in the following, (replacing gamename with whatever the rom name is): mame gamename
4.) then there are a ton of options which you can type in. (mame gamename -option)

for a list of options and a bit more specific instructions, go here (http://www.mameworld.net/easyemu/mameguide/mamew32setup.htm).

have fun!

... I recommend Mame32FX (its better than Mame32, and easier to use). Then just google for the roms, AND the bios files.
