What PC are you trying to run it on, what graphics card is installed and what graphics plug-in are you using with PJ64?.

Your PC spec should be perfectly Ok so its likely to be either that there is a problem with the Rom itself or you haven't configured the graphics plug-in.
A quick google should set you up with the various plug-ins available. Put these into the plug-ins directory in your Project 64 folder. Next, start up project 64, select 'options', then 'settings' from the toolbar at the top and use the menu to assign your graphics, sound and controller plug-ins (Jabo's Direct3D 8 should do the trick).
Now have another crack at booting your rom and things should be a great deal better.

With specs like those, it's definitely the ROM. Graphics are perfect even on my old 9200 SE.
