Just wondered, what is the best converter to convert DVD's to the Mpeg-4 format?

I'm guessing .Mp4 (It is Mp4 for psp video's right?)

I think so. Well, I'm not familiar with PSP video, but I guess Xilisoft MP4 Converter is the ideal tool.
