First of all check your psp against this image. (http://blog.cg98.cn/UploadFiles/2006-6/623854935.jpg)
If it doesnt have the "IC1003" in the top right corner and its firmware 2.71 then use this downgrader. (http://pspupdates.qj.net/index.php?pg=49&aid=68395)
If it does have the "IC1003" and is firmware 2.71 then use this downgrader. (http://pspupdates.qj.net/index.php?pg=49&aid=77460)
Remember always read the README's, downgraders can and have bricked PSPs.
Once your on 1.5 i recommend you upgrade to Dark_AleX's custom firmware 3.03 OE A.
3.03 OE A allows you to run all UMDs, ISOs, Homebrew, Emulators, recovery option shouuld you "Brick" your PSP, and you can even convert your old PS1 games so they can run on the PSP.
Download - Dark_AleX's custom firmware 3.03 OE A. (http://pspupdates.qj.net/Because-there-is-a-god-Dark-AleX-s-3-03-OE-A-released/pg/49/aid/78218)

Yeh thatll work so long as your psp isnt a TA-082, check your motherboard version before you do anything!

You need to use this downgrader (http://pspupdates.qj.net/index.php?pg=49&aid=77460) then.
I think that link you posted earlier was for non "IC1003" PSPs.
Remember to read the READMEs before attempting to downgrader, ensure you psp battery is fully charged and DONT take the battery or charger out when "flashing".
