leaf green help - islands

ok
here's the deal
i beat the league
i got back to one island
i still can't fight those two rocket grunts to get into the cave
any ideas?

see i checked a walkthrough at gamefaqs, cuz they're amazing
but it just said beat the elite four, go back to one island, go to the right this time to find the two rockets, beat them and enter the cave
when i try to talk to them they talk about a treasure and to just get lost, but i can't fight them, so i was wondering if anybody had the same problem
