Action Replay

I heard from a friend at school today that the Action Replay can play games that you burned off the internet with the import option. How does this work exactly?

Do you use it on a PS1 or a PS2 console?
With a PS1 it is very simple.You just input an original disk and swap it.
For PS2 you need an old generation modchip.
