how to powerup on megaman 2/nestopia

I'm using nestopia at the moment. I try holding the B button to use atomic fire, but it simply doesn't work. I'm using my keyboard so the comma is the B button. Please help.

What happens instead? It just fires over and over? I have no clue what's up but I just checked the game on VirtualNES and it works fine. Check the config, there may be a "turbo button" setting left on.
