You should have read that page more carefully. Open the gameshark function of visual boy advance and add the following code:

Make SURE you are clicking the Gameshark code button not the Gamegenie.
Make SURE you have put in every code extention correctly.
Remember this is an Encounter code and you will have to walk in the bushes to catch the Pokemon yourself it will not simply appear in your party or in Bills PC.

UGHHH The things i do to help people..... Ok i ran the game and checked out the codes you provided myself... And Lefteris_D and myself were wrong.... I admitt i should have looked into personally in the first place... But whatever... those codes you provided are NOT gameshark codes but rather CodeBreaker codes so instead of entering them in as gameshark codes click on Codebreaker. you also need to activate the Cobebreaker Master Encounter code which is

Master encounter::000014D1 000A

Species Modifyer:: 83007CEE XXXX

Replace the XXXX with the number to the pokemon you want.
