do you need the actual cd to play games on ps emu?

Not really. There are big files called ISOs. Basically they're CD dumps/rips stored in your hard drive to use them with virtual CD-ROM devices like Daemon Tools. Also, you can make your own ISO from PlayStation CDs using a burning app.
