I just downloaded a SNES emulator and i've never used emulators before so i can't figure out how to play any games

You need to download the games (they're called ROMs). Since ROMs are illegal, you can't ask where to find them, I only suggest you to use Google (http://www.google.com) for that.

Also, you need to set up your emulator like video and sound to the desired options.

I have just started to use the ZSNES emulator and am wondering if I can use my USB dual action controller?

If the USB controller is supported by Windows, then yes. And make sure you have the latest DirectX installed to improve compatibility.
