How can I get past this screen?

I forgot how to solve this, damn....
Try loading a premade save.
It's a new and clean ROM. It has no save (.sav).

First set up the save options like this:
Options -> Emulators -> Save Type -> Automatic
Options -> Emulators -> Save Type -> Flash 64K
Then, get the the vba-over.ini file and unzip it on the VBA exe folder

I can't find it. There are just a bunch of .dat files, not .ini :(

I'm sure it was there last time I check it, in fact I read about it on the archived news (http://www.gbadat.altervista.org/news12-i.htm) :confused:
No worries, there's another version here (http://forums.ngemu.com/visualboy-advance/63369-how-fix-your-boktai-pkmn-dbz-your-smb3-games.html), and I uploaded the latest official I got here (http://personales.ya.com/shohoku/vbaother_20051224.zip) ;)
I still can't get it to work. I put it in the same directory where VBA is and I'm still getting the same screen.

Make sure you deleted the save data every time you quit the emulator when didn't work
Anyway, before vba-over.ini existed, I make that games work like this:
Super Mario Advance 3 - Yoshi's Island (E) (M5)
VBA : Options -> Emulator -> NO use BIOS file
Super Mario Advance 4 - Super Mario Bros. 3 (U)
VBA: Options -> Emulator -> Save Type -> Automatic - Flash 128K
The Flash 128K worked. Thanks :D
