.ini files

hello
i downloaded the xeon emulater and in there was the Halo.ini file
now i dowload the dtm race driver 3 and when i start xeon and open the default.xbe of dtm driver 3 it ask for race driver 3 .ini
can someone tell me where i have that file or must i create it ??????
