Here's brief answer from another forum:
I won't bore you with "real specifics" but your problem is -
the platform (win whatever 95,98,2000,XP) requires an Open GL extension in order to perform an operation, certain operations require a specific open GL extension, a program makes specific wgl extensions in order to rapidly open GL extensions or for certain GL extensions that the platform doesn't normally recognize.
In laymans terms - you are missing a certain file in order for the program to fully open and function...
Chances are the download you received was somehow corrupted in the transfer, or things went haywire during the installation process.
I would recommend that you re-download and re-install the program (or have one of the fellows here send you a copy of theirs).
If on the offbeat chance this doesn't cure your problem... then it would mean that either-
The error is with the amount of memory the computer has to function...
Or the error is with your graphics card - and that the card isn't large enough to run the program -
in either case you would need to upgrade the computer itself.
Maybe it will answer your question. This is the best explanation you can find.

What Vampyr said is right.....
I had the same issue when trying to play a game. The problem is that your graphics card cant handle the Video Plugin you're using.....so try using Pete's Soft or Pete's D3D DX6 graphics plugins. They both should work well.
If you think you have a pretty decent graphics card, like the newer ATi or Nvidia......try reinstalling drivers for it and then try loading the game.
The drivers you can find here: www.driverguide.com
just have to register with them.
This is the errors that you get right?

In summary, your video card doesn't handle OpenGL 2
