GarboDev is a new, open source GBA emulator written in C# 2.0, so requires Microsoft .NET Framework 2.0 (http://www.microsoft.com/downloads/details.aspx?FamilyID=0856eacb-4362-4b0d-8edd-aab15c5e04f5&displaylang=en) installed to run properly. The author, Gary Linscott, says the compatibility it's near 100%, uses pixel shader (DirectX 9) rendering, plus has debugger capabilities

Pixel Shader rendering? WTF?

Pete's OGL2 GPU plugin has a similar feature, as well as MPC with VRM9 mode (Direct3D 9) output and shaders enabled. This is kind of hardware filtering, usable if the videocard supports OGL2/D3D 9
