I need to know because i keep downloading games in this format.

You need WinRAR (http://www.rarlabs.com/) to extract the game from the RAR file, before you can use it in an emulator.

Gens+ (Sega Genesis/MegaDrive emu) can use roms in .7z and .rar format.You do have to download plugins for that to work.

But don't forget,you need to have only one file in that .7z .rar file,not multiple version of the rom (hacks/bad dumps etc.).
