::Failed to start because d3d9.dll was not found::

during certain periods between "next>" config windows on ePSXe, an error window pops regarding a missing d3d9.dll file (application failed to start). once i "run cdrom" the window the game should be in goes black and stays there. however moments before this, i was running the game on the same config settings as they are on now(without the d3d9.dll error window). so i found the missing file on the internet and downloaded, but have no idea where or what to do with it...help?
