Is there a program that can make (PAL) game into (NTSC) for roms ? :)

In ZSNES you can set the region from PAL to NTSC for some roms that support it.NTSC is much more fluid on ZSNES than PAL,at least on my PC.
I get the best results with NTSC games and resolution set to 1280x1024.

Max frame rate for NTSC is 60 FPS.
Max frame rate for PAL is 50 FPS.

Trick for monitors:

You can get smooth graphics if you set your monitor at 60hz for NTSC and 50hz for PAL.

^semi off topic

when i use my atari 2600 games it says the frequency is out of range ( i think on pal games) if i change it to 50hz should it run?
