Does anyone know of any emulators that work on portable DVD players

Nope. 99.99% of the emulators supplied here are for PC systems and I don't think there are such emulators for DVD players.

Doubt they even have the power to emulate an Atari 2600

well, dvd players do have to have some power to produce digital video, but i doubt you can get very poweful emulation. probably nes standard, but im not sure about how a dvd player works

Perhaps, but there are even emulators for digital cameras and phones.
