When the game is running at that size it runs smooth and the graphics is very smooth and crisp. But when I select any other resolution it stort to stutter and lag like crazy. What am I doing wrong again? haha

I suggest using a faster emulator such as Kawaks. Also, what are your PC specs?

When the game is running at that size it runs smooth and the graphics is very smooth and crisp.
I don't know about Nebula but you can greatly improve the graphics in fullscreen mode by selecting 2xSai etc.

Try going to Start > Run > type dxdiag > and under the System tab you will find DirectX Version.
And you should be able to find your video card under the Display tab.
I'm not sure but your 1.6 Ghz might be the problem.

I see. I doubt the problem is your graphics card. Check your PM...
