Question on how long emulators take to make

What is the shortest and longest time between the release of a console/handheld and the creation of an emualtor that can play a large portion of games? How long was it for VBA to become so compatible?

how about emulators that run ON a console? are they easier or harder? i think thier harder cuz you have to code for it to work on a specific system when you already know the code for the PC(or should).
