When I try to run a bios file from the ps1 emulator, it says I need to configure it. There's nothing in the configuration box. What do I do?

Download the plugins. Then try to configure it.

Get the best plugins here (http://emulator-zone.com/doc.php/psx/psxplugins-tools.html)
Also check the ePSXe config thread (http://forums.emulator-zone.com/showthread.php?t=1140), you will find how to set it up

I downloaded the plugins and moved them to the folder. When I try to run the file, it says that some files are being added or modified to the folder. When that's done, I can't play. What do I do?

When you try to run ePSXe I think, but what do you mean with "I can't play"? Please be more specific with your results, it's hard to me wonder what happened.

A window pops up saying that there are new files. I click OK and it extracts them into the folder. After that, nothing else happens. Do I have to put the bios file in the bios folder?

Yup, as it's said on the eSPXe config thread or the eSPSXe help file (it's a very nice help file)

Where's the help file? When I configure epsxe CDR ASPI core 1.5.2, it says that a file is missing, what do I do? When I start the bios, it shows a picture of memory card and cd player. What do I do?

Help file: It should be there a file with a question mark icon, epsxe.chm
CDR ASPI core: You're missing ASPI layer. Either install forceASPI (search the forum) or use CDR WNT/W2K core (on Windows NT/2K/XP only), if you want to play a real or emulated (Daemon Tools, search the forum) PSX CD. You might use other plugins as Peops CDR or Sapu, make sure you select the right drive where you insert your PSX CD. You can also load an ISO directly with the emu
Last Question: Fix the previous one

that memory card and cd player is the bios and if you want to run a cd just click run cd instead of run bios

But if you don't have a CD inserted/emulated the bios screen would appear anyhow. That's what I've already said

Alternative CD plugin.
I'll say use SaPu CD Plugin.
