Massive, MASSIVE frustration with Kega Fusion and running it fullscreen

I am trying to make Kega Fusion (OR ANY GENESIS EMULATOR) work properly. I would like to play a game in fullscreen in 60fps without it stuttering and playing worse than the original Genesis. IS THAT POSSIBLE?!?!?! I don't see an option ANYWHERE in the Fusion settings to set/limit/throttle/toggle the frame rate. WHY WOULD IT EVEN DO THIS?!?!?! WHY IS THERE NO OPTION TO CHANGE THIS?!? My computer is less than 6 months old and is a beast so hardware is not in question. I am running windows 8.1. Is this some common windows 8.1 thing with ALL genesis emulators?

tbh it might be a Windows 8 thing, Ive heard complaints about kega in fullscreen before, has anywhere else on the net issued a possible solution?
