you need to unrar it using winrar.

You cannot run .rar ROMs directly because no emulator support this. The .rar file contains the ROM file and in order to run it, you must extract the ROM from the .rar file first or recompress it as .zip.

As onewecallgod said, you'll need WinRAR (http://www.rarlab.com) to do so.
