I recently had PSx2, and that ran really slow, and choppy, so I got ePSXe to see if that would run any better, and I have the same deal. I tried playing Jedi Power Battles, and MegamanX5, on ePSXe, and Shadow of Colossus on PSx2.

My PC specs are:
CPU: Inter i3 CPU 540 @ 3.07GHz
RAM: 8.1
OS: Windows 7 64-Bit
Video Card: GeForce 9500 GT

Hope you can help. Note: Im fairly new to emulators, so I have next to no idea have any of my Plugins are, and things of that nature.

Well PCSX2 and ePSXe are completely different emulators.
ePSXe emulates the PlayStation 1
PCSX2 emulates the PlayStation 2.
As for the choppiness in ePSXe,try using different plugins. From your specs i can see that it can run ePSXe perfect.Even PCSX2 should run playable.
just try different plugins, and post the results back.

Edit:I just saw that you have a 64bit OS.That may be the cause of ePSXe being choppy.ePSXe isn't made for 64bit operating systems.Install a 32 bit windows XP and there shouldn't be any lag.

Alright. Thanks anyways. I dont really want a 32 bit system again. Is there ever a chance of a 64 bit "patch" or something coming out?

Most likely not.Because the developer of ePSXe will soon discontinue ePSXe for PC (But continue to work on the android port).you should install a 32 bit Windows XP.Just dual boot it with the 64 bit windows 7.

From their Twitter.
The developer said that this may be the last version of ePSXe for PC,but the android port is getting updated regularly.Developers' twitter is @epsxeteam (http://www.twitter.com/epsxeteam?p=s)
