Yes, I saw the other thread that had this same problem, but the link posted had no clear way of how to download the file, and I need help.
So can someone tell me what to do? Sorry for being another computer noob asking the same question by the way. I just want to play Wind Waker ASAP.

If you get this error try these 3 things.
First make sure you didnt download the wrong bit version! If you have win7 32 and download the 64 bit version of dolphin you will get that error.
You may need to update your DirectX Runtime (http://www.microsoft.com/downloads/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3)
Try to Install the Microsoft Visual C++ 2010 Redistributable Package: 32 bit (http://www.microsoft.com/downloads/en/confirmation.aspx?FamilyID=a7b7a05e-6de6-4d3a-a423-37bf0912db84) / 64 bit (http://www.microsoft.com/downloads/en/details.aspx?FamilyID=BD512D9E-43C8-4655-81BF-9350143D5867).
Note: Installing these dlls is a very bad thing to do. There are many versions of each dll. You could get all kind of graphics errors and crashes if you dont get the version you need. Try one of the above first.
