First go to tools->Cheats.Select add cheat.enter either action replay or game genie codes, then enter the code name. Then check the box by the cheat to activate it.
And make sure the codes are for the right game region.Like (J) for Japan (NA)For north america (E) for europe etc.

again.to make it work you must open your emulator, ,
goto option> Cheats -> add new , After you mark
the code in the large box (on my computer , I do
copy/ paste the codes as it is faster and produces
no error) , below the code you choose a name has
the code, then Check your Action Replay DS after that press OK, and then you have to double-click to
activate the cheat

I'm also just going to try a new emulator all together, because pokemon diamond won't work for no$gba for some reason.

Try using DeSmuMe it is currently the best emulator.

I would try using VBA to play gameboy advanced games, its cheating module is pretty good.
