system 1:
info about the video http://www.notebookcheck.net/NVIDIA-GeForce-GT-540M.41715.0.html

system 2:
info about the video http://www.notebookcheck.net/AMD-Radeon-HD-6470M.43075.0.html

Reading this, its a pretty clear choice to go with 1. A .2 ghz wont gain you much anyways. Though both are a bit slow for pcsx2

so they are good enough to play dolphin? not 100% but some game should play fast enough.

is good graphic card necessary for playing emulator?? Yes you need a good card for emulators that try to run 128 bit consoles like Dolphin and psx2.

how about this laptop? You need 3 things.
1) a dual core ( like that i5 )
2) a fast cpu, at lease 3 GHZ
3) a fast video card. here is a list of a few good cards. http://www.notebookcheck.net/Comparison-of-Laptop-Graphics-Cards.130.0.html

I would say that laptop will play RE for you. The video card is considered a hi-end and 2.4 is more then likely enough to do it.

This guy has the same specs for the most part
http://forums.nvidia.com/index.php?showtopic=191054&st=40
and you can see he claims its fine for dolphin.
