-When I first tried to run Snes9x it had a dx3rd (or something) problem
-- so I reinstalled Direct X and it fixed it
-But now it crashes ("this program has stopped working") when I run it
--it is version 1.53 , 32 bit on windows 7 ... I tried running as admin, and xp compatibility

Hmmm.. dont know what the problem is, might be better if you could give more info (maybe about your system or anything else about the problem, like does it crash just by trying to open the emulator, or when trying to run the game?)
I have the x64 bit version, and win7 home x64. runs fine.

hmmm..
Well which directx runtime did you install? was it this one? https://www.microsoft.com/downloads/en/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3&displayLang=en if not, do this one. (also try restarting your computer after installing).
If that does not change anything, delete snes9x, and re-download it.
Maybe even try getting from another source, like 1 of these mirrors: http://www.snes9x.com/phpbb2/viewtopic.php?t=4909
if these things dont work, idk what to tell you.

i know this reply is 2 years too late but if you run SNES9x as administrator, then it stops showing that error message.
