If i were to play a ds rom on an emulator on my computer and save the game at some point would i be able to take that save from my comp and transfer it to my ds if i already had the equipment needed to play downloaded ds roms on a ds?

Yeah, if the emulator saves in the standard .sav format.

thanks got another question tho, im using the desmume emulator and it made the save as a dsv file is there any way to convert it to .sav?

Ill look into it, but if there is no conversion, then you might wanna try renaming its extension to .sav. Sometimes they change the extension, but not the actual compression or file format. :)
