Best way to improve Dolphin performance?

Here's my 'rig'

Windows Vista Home Premium
Gateway DX 4720-03
Pentium Dual Core CPU E5200 @ 2.5 ghz
4 GB RAM
64-Bit operating system
Direct X 10
GeForce 7100/nForce 630i

Currently, Metroid Prime runs at between 9-12 fps. Unplayable. What are my best options to improve Dolphin performance without having to buy a new CPU? The cheaper, the better.
