Looking at the spec you've provided I would say its probably a last generation Pentium III at around 1Ghz max which is why you're having so much trouble and also explains why Dolphin is running so slow in answer to your other question in the Nintendo board.

Emulators of more modern systems require faster, more modern computers to run properly. Your system spec is way under the minimum requirements.

From the NullDC info

Recommended System Requirements:

- CPU: AMD Athlon XP/64/Turion at 2GHz or Intel Pentium 4 at 2.6GHz or equivalent.
- Video Card: Nvidia GeForce 4 TI or ATi Radeon 8500.
- RAM: 512MB
- Operating System: Windows 2000/XP/2003
- December Redistributable of DirectX 9c

Stevi's specs

Graphic card s 64MB
Opearting system windows XP

You dont see an issue there? Even if you dont understand much about computes , match up the numbers

ram 512-256 that is 1/2 what is required.
I wont even get in to the vid card requirement as its going to make your card look like a CUISINART... but your way under powered.
XP is the best choice.
